Bloom Procurement Services

Bloom Procurement Services is a UK professional services facilitator for the public sector. It runs procurement for local and central government, the NHS, blue-light services, housing and education, from specification through contract management and payment, under frameworks such as NEPRO.

The challenge

Bloom's financial processing system moves millions of pounds a year between buyers and suppliers. The system we inherited was unreliable, errors in production were hard to see and harder to trace, and a go-live date was fixed.

What we did

We led development of the Python and Node.js ETL services behind the system, backed by PostgreSQL and deployed serverlessly on AWS with Lambda, Step Functions and API Gateway.

Ahead of go-live we introduced error logging, monitoring and alerting so problems surfaced immediately and could be traced to their cause, reducing production errors by 60%.

We managed a team of three engineers and set the development, review and release practices from scratch, owned DevOps end to end with AWS under Terraform and CI/CD through Jenkins and GitHub Actions, and guided frontend delivery in React, Next.js, Redux and TypeScript.
